Phelan is a South Junior from Redfern United, who was playing with Redfern Second Grade in 1913 before being called up into first grade. He made his first grade premiership debut in 1913 Round 14 clash against North Sydney at North Sydney Oval, scoring a try on debut.
Phelan only played one first grade premiership game for South Sydney. He would then return and play another year of second grade with Redfern, before enlisting.
